Another thing that occurred to me is that for some reason I always presumed that using vsync would synchronize your graphics at 60hz on any system. I just spoke to the guy whose vsync wasn't working, and it's because he had it turned off in his video card settings. So I'll add a FPS regulator as an available option and simply write a note in the readme to make sure it's on for best performance.

the windows.bi is clashing with Allegro. There's a lot of Defines and Declares that are already used so I can't use this in my code.

The strange thing is that my code does regulate it. The hardware rendering from Allegro regulates the frame rate internally as if you were using vsync. It might be that it doesn't work for newer Windows versions. Can your code be added inside my loop as a precautionary measure? Will this regulate it...

I don't. I use Fmod for sound. But you can use Allegro for sound too, though I don't recommend it. Fmod is much better for that.

I use it all the time. It's my favorite game language. It's getting very outdated and unsupported, but it does what I need it to do for now. I made this using Allegro: http://www.astrosmashproject.com
