There was some talk about this a couple of years back. Someone posted a binary for macOS even. See this thread:

The answer seems to be no, but it is unclear.

The answer I got from the thread is, yes, it can be built on macOS but with some difficulty--requires GCC among other things. There are no pre-built binary packages available.
Also the graphics library is based on X11, so FB programs will draw using the X11 server that macOS ships with. In other word the resulting compiled applications won't be "native" in the sense of producing an app bundle with an application menu.
